In breaking news, the U.S. Department of Commerce's Bureau of Industry and Security (BIS) announced new export control rules for advanced computing chips and semiconductor manufacturing equipment that restrict China's ability to purchase and manufacture high-end chips, and added two Chinese GPU companies, Moore Threads, and Biren Technology and its subsidiaries, to the Entity List.

According to the information, the 13 entities newly included in the list of entities include Wall Ren Technology and its subsidiaries, Moore Threads and its subsidiaries, Light Cloud (Hangzhou) Technology Co. and Ultracombustion Semiconductor (Nanjing) Co.

As rumoured in previous media reports, the new regulations remove restrictions on "communication speed" and focus on restricting "performance density" parameters, reportedly to prevent companies from using Chiplet technology to bypass restrictions on complete chips.

NVIDIA has adapted to the previous restrictions by supplying "castrated" versions of its flagship computing chips, the A800 and H800, with reduced interconnect speeds to the Chinese market. The change in regulations could impact sales of NVIDIA's A800 and H800, while AMD, Intel and others are expected to be affected by the new rules.

As for the new rules to expand the more than 40 other countries to export advanced licensing requirements, is to circumvent the A100 and H100 chips from other parts of the overseas rolled over exports to China. The U.S. wants to close the loopholes in the previous rules and monitor the so-called "grey zone" activities.

In addition, the Biden administration has imposed licensing requirements on exports of chip-making tools from 21 countries other than China, amid concerns that the equipment could be diverted to China and other national security concerns.
